The building was designed by one of the most important Italian modernist architects: Luigi Moretti (Rome, 1907-1973). Built in 1968 for the offices of ENPDEP (National social security institution for civil servants), the building looks like a multi-storey prism with a square base.

Its main characteristic is the fact that only four pillars in reinforced concrete with elliptical bases support - through the supporting beams passing through the floors - all the floors below. The iron railing is by the American sculptor Claire Falkenstein. The figurative effect given to the structure is very impacting, so much so that it becomes - even in its simplicity and geometric essentiality - a recognizable urban landmark.
